Skill Pipeline for Local Youth
To ensure employment opportunities for local youth, the Assam Government has signed a special agreement with IIT Guwahati and Assam Science and Technology University (ASTU). From next month, specialised diploma courses on Silicon Substrate Packaging and Cleanroom Operations will be introduced to prepare local youths for nearly 15,000 direct jobs in the semiconductor plant.

NGT Issues Notice to Assam Government Over Silsako Beel Environmental Damage
Amid anti-encroachment drives aimed at reducing artificial floods in Guwahati, the National Green Tribunal (NGT), Eastern Zone Bench, has issued an urgent notice regarding allegations of ecological damage to Silsako Beel, one of the city’s major natural water reservoirs.
Legal Framework
According to the petition, unscientific drainage and dumping of municipal waste are damaging the wetland ecosystem. The NGT has directed the Pollution Control Board, Assam (PCBA) to submit a detailed Habitat Baseline Audit Report within four weeks.
This issue is significant for wetland conservation and environmental governance.
Mishing Autonomous Council Demands Direct Budgetary Funding
During a special session in Dhemaji, the Mishing Autonomous Council (MAC) demanded legal reforms to enable direct financial assistance for faster development of rural infrastructure.
Constitutional Difference
Unlike councils under the Sixth Schedule of the Constitution, statutory councils like the MAC, established in 1995 under state legislation, do not receive direct financial grants from the Centre and depend entirely on the State Government.
The MAC has now demanded a legal framework allowing direct funding through NITI Aayog.

₹18,000 Crore Railway Expansion Project Approved
The Cabinet Committee on Economic Affairs (CCEA) has approved a major railway quadrupling project connecting mineral-rich states like Jharkhand, Odisha and West Bengal with deep-sea ports.
The objective is to reduce India’s logistics cost from 13% of GDP to 9%.
High Alert Against ‘Digital Arrest’ Cyber Fraud
The Indian Cyber Crime Coordination Centre (I4C) under the Ministry of Home Affairs has issued a nationwide alert against “Digital Arrest” scams, where fraudsters impersonate officials from the CBI, ED or Customs Department and extort money through video calls.
More than 4,000 suspicious bank accounts linked to such cyber syndicates have been blocked this week.
